The Carleton Model NATO is a competitive simulation of the North Atlantic Treaty Organization hosted by the Centre for Security and Defence Studies at Carleton University in Ottawa, Ontario. Sponsored by NATO itself, this conference is the only one of its kind in Canada. This year, the conference will take place from February 20th to 23rd.

Keynote Speakers
The first of its keynote speakers, Brigadier-General Derek Joyce, will address delegates during opening ceremonies on February 20, 2014.
Brigadier-General Derek Joyce
Brigadier-General Derek Joyce joined the Canadian Forces in 1985 after graduating from the University of Alberta with a Bachelor of Science in Economics.
He earned his Air Navigator (now Air Combat Systems Officer) wings in May 1987 and assumed the duties of a maritime patrol navigator on the CP-140 Aurora with 405 (Maritime Patrol) Squadron (Sqn), his first of three tours with the Pathfinders. He began his last tour with 405 Sqn as Commanding Officer in 2004 and subsequently deployed to Kabul, Afghanistan in August 2006, working in NATO Headquarters. From 2007 to 2009 Colonel Joyce was appointed Wing Commander, 14 Wing Greenwood. In April 2010, he assumed command of the Canadian Forces Aerospace Warfare Centre located at 8 Wing/CFB Trenton. In August 2011, he was appointed the Commanding Officer of Task Force Libeccio, the air component deployed on Operation MOBILE, the Canadian Forces’ participation in the NATO operations in Libya. In June 2012, he was promoted to his current rank and assigned to the Privy Council Office in Ottawa as the Military Advisor to the National Security Advisor.
Brigadier-General Joyce is a graduate of the United Kingdom Advanced Command and Staff Course and the National Studies Program in Toronto. He has worked in a number of different staff positions in Halifax, Ottawa and Winnipeg, mostly focusing on support to operations. He has over 3,000 flying hours on the CC-130 Hercules and CP-140 Aurora.
Ron Hoffman
Ron Hoffmann is a seasoned member of the Canadian diplomatic service with a compelling track record in foreign policy development, communications and advocacy, crisis management and stakeholder and partner relations. He has served in Asia, Africa and Europe in a range of capacities and has held a variety of leadership positions in Ottawa. His foreign postings include The Hague, Johannesburg, Beijing and London. He has also served as Canadian Ambassador to Afghanistan at the height of Canada’s engagement and as Ambassador to Thailand, with cross accreditation to Myanmar, Laos and Cambodia. In the latter position, Mr. Hoffmann spearheaded Canadian re-engagement with a Burmese regime on the threshold of reform and deepened strategic relationships with a rapidly developing Burmese civil society, including with Aung San Suu Kyi upon her release from house arrest. In Canada Ron Hoffmann was the senior departmental advisor to Foreign Ministers John Manley and Bill Graham respectively. He has also held positions in the areas of trade planning, export finance, Canadian relations with Africa and served as Director of Defence and Security Policy in the immediate post 9/11 era where he was responsible for Canada-US and trans-Atlantic defence policy relations. In his current position as Senior Coordinator for Asia Policy and Strategy, Ron is coordinating the development of a multi-faceted Asia Strategy for Canada as well as Canada’s campaign to become a member of the East Asia Summit. He has served on the Board of Trustees of the Thailand Development Research Institute and the Thailand Petroleum Institute, and remains a frequent guest lecturer on global affairs, international business and foreign policy.
Robert McCrae
Rob McRae was appointed Ambassador and Permanent Representative to NATO in August, 2007. Previously, he was Director General of the International Security Bureau at the Department of Foreign Affairs in Ottawa. He served as Director General of the Policy Planning Bureau (2003-2006) and Director General of the Central, East, and South Europe Bureau (2002-2003); Deputy Permanent Representative of Canada to NATO (1998-2002); and Director of Policy Planning Staff (1995-1998), all with the Department of Foreign Affairs and International Trade. He has been posted abroad at embassies in Belgrade (1982-1984), Prague (1988-1991), and London (1993-1995), in addition to Brussels.
He has been twice awarded the Foreign Minister`s Award for Foreign Policy Excellence, in 1997 and in 2000.
His books include “Resistance and Revolution: Vaclav Havel’s Czechoslovakia”; “Human Security and the New Diplomacy”; “The Matter with Truth”; and “Philosophy and the Absolute”. His most recent article is International Policy Reviews in Perspective, which appeared in “Canada Among Nations 2004”, published by McGill-Queen’s University Press.
He studied at Queen’s University (Honours BA), the University of Toronto (MA), and has a PhD in Political Philosophy from Laval University. He taught at McGill University, Queen’s, and Laval, before joining the diplomatic service in 1981. In 1989 he led a course in political philosophy with Charter 77 signatories, and in 1990 taught at Charles University, Prague.
