Canada at the OSCE: A Discussion with H.E. Jocelyn Kinnear

We were fortunate to have hosted a virtual discussion with Her Excellency Jocelyn Kinnear, Canada’s Ambassador and Permanent Representative to the Organization for Security and Co-Operation in Europe (OSCE) on May 3rd at 10 am ET! The discussion focused on Canada’s role in the OSCE, security interests, transatlantic relations and the challenges posed by the COVID-19 pandemic. It also touched upon many other interesting subjects!

Jocelyn Kinnear joined the then-named Department of Foreign Affairs in 2004. Ms. Kinnear was most recently the director of the Export Controls Policy Division, where she led Canada’s accession to the UN Arms Trade Treaty. She has also served as deputy director in the Office of the Deputy Minister for International Trade, as senior policy advisor on Eastern European security files, and as the head of the Corporate Governance Unit. Overseas, she has served in Ethiopia (2007 to 2009) and at the Permanent Mission to the United Nations in New York (2005). At Headquarters, Ms. Kinnear has also worked on the Middle East, the Horn of Africa and international security files. She holds an Honours BA in Linguistics from the University of Toronto, an MA in German Literature from Queen’s University, and an MPA in Public Policy and Administration from Carleton University.
