Jozef Andrew Kosc

Director and Senior Research Fellow

Jozef Andrew Kosc, KHS, DPhil is a diplomatic historian, political scientist, and former senior national security analyst for the Government of Canada. He completed his DPhil as a British Commonwealth Doctoral Scholar at Green Templeton College, University of Oxford, where he authored a revisionist history of the Anglo-American Iraq War (2003-11), drawing on thousands of newly declassified sources from the US and UK national security archives, and extensive primary source interviews. Born in Toronto to political refugees from Soviet-era Poland, a strong appreciation for liberal democracy underpinned Dr. Kosc’s upbringing. He studied at Sciences Po Paris, the University of Cape Town, the Hebrew University of Jerusalem, and the University of Toronto (Trinity College)—where he graduated with the John H. Moss Scholarship as the single top graduating senior in his year (+33,000 students). Subsequently, he taught politics and history at various constituent colleges of the University of Oxford (Magdalen College, St. Peter’s College, and St. Edmund Hall), and served as Senior Fellow and Academic Director of the Atlantic Council of the United Kingdom.

Dr. Kosc currently serves as the America in the World Consortium Fellow at the Hamilton Center, University of Florida, where he teaches American foreign policy. He also serves as Contributing Editor for Providence magazine. He has received numerous international academic awards, and held several prestigious fellowships, including the Canadian Social Sciences & Humanities Research Council (SSHRC) doctoral scholarship, the Canadian Centennial Scholarship Fund (CCSF) doctoral scholarship, and the Mackenzie King Travelling Scholarship (the Hon. Mackenzie King Trust). A classically trained performance pianist, accredited by the Royal Conservatory of Music, Dr. Kosc’s writing can be found in Foreign Affairs, and elsewhere. In 2017, Dr. Kosc was invested into the Equestrian Order of the Holy Sepulchre of Jerusalem, a chivalric order under the patronage of the Holy See (the Vatican). He was the youngest person to be recognized with this honour in the United Kingdom.

The NAOC has had a leading role in the recent transformation and modernization of the ATA, and helped to create and develop the Youth Atlantic Treaty Association (YATA).

    The NAOC has strong ties with the Government of Canada including Global Affairs Canada and the Department of National Defence. We are constantly working to create and maintain relationships with international organizations such as the World Bank Group, the European Bank of Reconstruction and Development, NATO Headquarters, the International Criminal Court, and other prominent international NGOs and think tanks.
