Wayne was born in the United Kingdom during the Second World War. Both of his parents served in the military—his mother with the UK’s Queen Alexandra’s Imperial Military Nursing Service (QAIMNS) and his father with the Royal Canadian Army Service Corps (RCASC). He was raised on (or very close to) military bases in the United Kingdom, Canada, and the United States.
Wayne graduated in Political Science from the University of California, Los Angeles (UCLA). He joined the Government of Canada (now Global Affairs Canada) and served in postings in Southern Africa (Lusaka, Zambia), Eastern Europe (Moscow, Russia), and the Middle East (Ramallah/Jerusalem). Before retiring, he held the position of Senior Advisor, Programmes and Procedures, International Security Branch.
Wayne also served as an Infantry Reservist, retiring with the rank of Lieutenant Colonel. He was a member of the Canadian Delegation to the Interallied Confederation of Reserve Officers, a formal NATO-affiliated umbrella organization of member nations’ National Reserve Associations, which, among other services, provides advice on the utilization of reserve forces and promotes harmonization in the roles, duties, and rights of reservists in Allied nations.

We strive to educate and engage Canadians about NATO and NATO’s goal of peace, prosperity and security. NATO Association of Canada ensures that we have an informed citizenry able to contribute to discussions about Canada’s role on the world stage.
As a leading member of the Atlantic Treaty Association (ATA), NATO Association of Canada has strong and enduring ties with sister organizations in many of the alliance countries, as well as members of NATO’s “Partnership for Peace” and “Mediterranean Dialogue” programmes. The NAOC has had a leading role in the recent transformation and modernization of the ATA, and helped to create and develop the Youth Atlantic Treaty Association (YATA).
The NAOC has strong ties with the Government of Canada including Global Affairs Canada and the Department of National Defence. We are constantly working to create and maintain relationships with international organizations such as the World Bank Group, the European Bank of Reconstruction and Development, NATO Headquarters, the International Criminal Court, and other prominent international NGOs and think tanks.
