Scott Spicer

Scott Spicer is the Founder, President and CEO of Q2 Global Security Inc. and a Director of the NATO Association of Canada. He brings more than three decades of experience in security, law enforcement, public safety, emergency management, complex investigations and major-event operations.

Scott served for more than 30 years with the Toronto Police Service, including assignments with the Emergency Task Force, Bomb/CBRNe Squad, Marine Unit Search and Rescue, and Emergency Management and Public Safety. His experience includes tactical and operational planning, major-event security, emergency preparedness, inter-agency coordination, training, and command and control. His work included planning and preparedness associated with the G8 and G20 Summits and the Toronto Pan American Games.

Throughout his career, Scott has maintained a particular interest in the parallels and operational interface between law enforcement and the military, including interoperability, mutual aid, multi-agency coordination, command structures and the integration of capabilities during complex incidents and major events.

Since retiring from policing, Scott has continued this work through Q2 Global Security, leading and advising on complex security and public-safety initiatives. His work includes senior security, investigative and operational leadership supporting FIFA World Cup 2026 activities in Toronto; security planning for major international sporting, cultural and public events including the Toronto International Film Festival (TIFF); organizational security and operational-readiness programs; emergency-management initiatives; and complex investigations. He also served as an Investigations Team Lead with the Mass Casualty Commission examining the April 2020 mass casualty in Nova Scotia.

In 2023, Scott presented to the European Parliament’s Subcommittee on Security and Defence (SEDE). Through the NATO Association of Canada, he contributes an operational perspective to discussions concerning security, resilience, critical infrastructure, interoperability and the evolving threats facing Canada and all its allies.

We are constantly working to create and maintain relationships with international organizations such as the World Bank Group, the European Bank of Reconstruction and Development, NATO Headquarters, the International Criminal Court, and other prominent international NGOs and think tanks.
